{"id":1827,"date":"2021-02-01T14:33:26","date_gmt":"2021-02-01T14:33:26","guid":{"rendered":"https:\/\/stgilescentre.org\/?p=1827"},"modified":"2021-02-02T08:16:39","modified_gmt":"2021-02-02T08:16:39","slug":"stage-3-of-the-curriculum-and-assessment-wales-bill-begins-today","status":"publish","type":"post","link":"https:\/\/stgilescentre.org\/cy\/2021\/02\/01\/stage-3-of-the-curriculum-and-assessment-wales-bill-begins-today\/","title":{"rendered":"Mae Cam 3 o Fil Cwricwlwm ac Asesu (Cymru) yn dechrau heddiw"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">An important milestone Senedd meeting on Friday, 29 January 2021 has moved the Curriculum and Assessment (Wales) Bill into Stage 3 of the legislative process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Friday\u2019s end of Stage 2 meeting for the Children, Young People and Education Committee, all of the Education Minister, Kirsty Williams\u2019 proposed amendments were agreed. A number of these amendments are of direct relevance to Religion, Values and Ethics (RVE) as well as voluntary aided schools of a religious character.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Key agreed amendments<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">These key agreed amendments included:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Replacing references to <strong>Great Britain<\/strong> with \u2018Wales\u2019;<\/li><li>Making amendments relating to representation on <strong>group\/committee A on SACREs<\/strong> \u2013 group \/ committee A is amended to include \u201cnon-religious philosophical convictions\u201d as well as \u2018Christian denominations and other religions and denominations of such religions\u2019. In addition, the number of members appointed to represent a religion, denomination or non-religious philosophical conviction \u201cshall, so far as consistent with the efficient discharge of the group\u2019s functions, reflect broadly the proportionate strength of that religion, denomination or non-religious philosophical conviction in the area,\u201d and \u201call reasonable steps to secure [this] outcome\u201d should be made by the local authority. Local authorities in Wales also must have regard to any guidance given by Welsh ministers in this respect. In discussion, Kirsty Williams clarified that representative members of \u2018philosophical convictions\u2019 would sit alongside but separate from other members of the group who represented religions and their denominations, so there would be only one group. This has related implications for each SACRE\u2019s <strong>Agreed Syllabus Conference<\/strong>.<\/li><li>Making amendments relating to an <strong>agreed syllabus for RVE<\/strong> adopted by an Agreed Syllabus Conference to ensure that the syllabus reflects the fact that a range of non-religious philosophical convictions are held in Wales, as well as continuing to ensure that the agreed syllabuses reflect that the religious traditions in Wales are mainly Christian and taking account of the teaching and practices of the other principal religions represented in Wales.<\/li><li>Making amendments relating to teaching and learning of <strong>RVE for post-16 learners<\/strong> in Wales which reflect the fact the religious traditions in Wales are mainly Christian, taking into account the teaching and practices of other principle religions represented in Wales, and a range of non-religious philosophical convictions held in Wales.<\/li><li>Making amendments relating to RVE in <strong>voluntary aided schools<\/strong> of a religious character \u2013 voluntary aided schools of a religious character are required \u201cto provide for the teaching and learning of non-denominational RVE that \u2018has regard to\u2019 the agreed syllabus (rather than RVE that \u2018accords with\u2019 the RVE syllabus).\u201d<\/li><\/ul>\n\n\n\n<p class=\"has-text-align-right wp-block-paragraph\">(Taken from the notices of amendments and the purpose and effect tables.)<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Other interesting discussion content<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Other interesting information emerging from the content of the debate includes discussion of Kirsty Williams\u2019 position on:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>how the Welsh Government understands the term <strong>\u2018convictions\u2019<\/strong> \u2013 it follows existing understanding of \u2018convictions\u2019 as found in case law in order to follow common usage and avoid confusion by introducing a different understanding.<\/li><li>the publication timeline for the <strong>Framework for Religion, Values and Ethics<\/strong> \u2013 the final guidance will be published before the end of 2021, and there will be no change to the timetable because of the necessity of proper consultation;<\/li><li>the term <strong>\u2018have regard\u2019<\/strong> in legislation, and intended impact on school practice;<\/li><li><strong>diversity<\/strong> being embedded across the curriculum and not just in the humanities\u2019 AoLE;<\/li><li><strong>mental health and emotional well-being<\/strong> of learners (and teachers), which should be central to decision-making within the whole curriculum.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.senedd.tv\/Meeting\/Live\/c1cebcef-020c-4272-9d86-6ebfc407feba\" target=\"_blank\" rel=\"noreferrer noopener\">Watch the debate on Senedd.tv<\/a> (a relevant 20-minute extract of the debate for RVE is 1h 45m \u2013 2h 5m as well as 2h 48m onwards for the \u2018have regard\u2019 discussion).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stage 3 of the Curriculum and Assessment (Wales) Bill involves the plenary consideration of amendments, and the relevant dates will be published in due course.
